I just purchased a 1947 CJ-2A all original it runs good but the temp gauge is reading 190 degrees when i'm riding around town is that to hot for the old flat head?

Could be the gauge. First thing I would do is check the coolant with a reliable thermometer. If the temp is actually 190 check to see if the thermostat is opening.

Did you find a solution? A question came to mind. Have you removed the thermostat and read what temperature it is set to open? Just for information purposes, while you have the thermostat out replace the water inlet or neck and run the engine. Drive around town like normal and take note of the temperature reading.

The last thermostat I replaced was made to open at 180 degrees. So if your Willys is running at 190 degrees and is holding there it would seem to be working fine.

You might have already done all of this, just trying to help.
