I bet it doesn't ride all that bad. Duel tires front and back, plus it looks like the tracks are arctic tracks or maybe Studebaker Weasel tracks. My curiosity lays in the steering? Dual brake master cylinders, one for each side? If it was a custom build, the tie rods look to be attached to the bell crank on the axle, so the steering is intact. Will have to look to see if I can find more info on it. It does look like it is under evaluation by the government for testing by the looks of the number plate, and the measuring stick at the rear.
