Two of the levers are for the transfer case. The other may be for an overdrive.
originally it would have had 3 gear sticks. the fourth one is most likely for an after market overdrive or power take off (PTO) .
# 1 = main 3 speed + reverse
# 2 = front axle drive (4x4) in / out
# 3 = low range / neutral / high range.
# 4 = ??
if it is an overdrive that will be a pretty good bonus for your purchase as they are pretty well sort after.
Easy enough to tell what it is if you crawl under it. If it is for a PTO there will be an extra place to connect a drive shaft. The overdrive mounts to the back of the transfer case and looks kind of like a dome with nothing to connect to. Here is a picture of the PTO on my CJ2:
