For a change, there isn't much to this wiring diagram. Wire # 28 has a connector that mates to the connector on the fuel sender. That wire wanders through the harness and reappears at the instrument cluster, once again tagged as wire #28. The connector there goes to the fuel gauge.
One wire, two ends - unless it's been cut in the middle, burned by a careless weld, had the connector cut off - or something like that.....
