Non Directional Tires on stock 16" rim question

I have a '47 CJ2A that I want to put stock 16" rims with Non Directional Tires on
. I understand that those tires require tubes. Can the tires (tubes) be aired down without damaging the tubes?

To an extent, yes they can. At some point however if the tire is so under inflated that it slips on the rim, it will ruin the tube. You need to follow the manufactures recommendation on minimal inflation pressures. The tires you are looking at aren't really made to be way underinflated like Muding" tires. In off road usage a bead lock or screws are used to insure the tire does not slip on the rim.
